Evergreen Farms HOA Meeting Minutes - August 20, 2024

Discussion of hiring someone to update and then maintain the website.

Street Lights

Travis has been researching a Penelec program that would replace all of the light fixtures in the neighborhood. The HOA would have to pay for the poles at a cost of $500-600 per pole. There are 26 street lights in the neighborhood. Travis suggested that we could sell the old poles and light fixtures to offset the cost of new poles.

Knorr Electric has been working on repairing the lights that are out on Red Bud and Magnolia Bend. This is the second time since February that these same lights have needed repair. Knorr has stated that it is a wiring problem. It was stated that the underground wiring to the neighborhood is owned by Penelec. If that is true, why are we paying Knorr to fix a wiring problem?

Chad is going to reach out to Knorr to confirm whether the underground wiring belongs to Penelec or not and to ask how long it will take to get the lights fixed.​

Two received about specific address(es) were discussed.

Complaint received regarding accessibility of HOA documents on Facebook.

Discussed the need to recreate the documents - Bylaws, Restrictions - so that they are clearer and can be searched for key words. Need to put these on the website, but direct to them from Facebook group.​

Christmas Lights contest

Definite interest in doing this again this year. It was suggested to invite members outside the neighborhood to be judges. Suggestions included Township supervisors, school crossing guard, school bus drivers.

Will discuss more at next meeting.
Snow plowing request

It was brought up by an attendee that there are residents of the neighborhood who pay private services to plow their driveways during the winter and that those private vendors sometimes plow the snow from the driveway they are being paid to plow into the yards(s) of surrounding residents.

HOA will make an announcement when winter arrives asking residents to advise their plow service providers not to do this.

Discussion of purchasing numerous safety signs such as the ones shown here for the neighborhood rather than more street signs. Shannon will look up prices.

Chad has requested a quote from Knorr Electric.

Travis to get quote from Penelec to replace all lights so that repairs would be covered by them instead of the HOA.

Mailboxes
-
Question of who is responsible for repairing/replacing damaged mailboxes. Travis to get quotes on replacing the different types of mailboxes (single, double, triple post) with a uniform design.

HOA Dues

Letters to be sent by March 1, 2024. Due by May 1st, which is when the annual meeting will the held at Fairview Municipal Building.

Secretary will send message a week ahead of due date to neighborhood.

It was unanimously by the Board members present (which constituted a majority of the Board) to stop offering gift certificate incentives to get people to pay dues on time. Motion: Derek. Seconded: Dot

Give children tickets for free ice cream (will make arrangement with ice cream truck once booked).

Travis will get quote on having Christmas lights hung at entrance to neighborhood rather than do it ourselves.

Update on cost for concrete culvert surround.

$4000 per surround if we purchase at least three; $5000 per surround if we purchase less than three.

Feedback from Township meeting regarding streetlight at Oakwilde Drive and Avonia Road discussed.

No to street light based on PennDOT corridor survey.

Roundabout in future to be constructed at intersection of Avonia Road and McCray Road to slow traffic heading from I-90 toward school zone.

Community space: who owns it, can homeowners purchase what is adjacent to their property.

Review of budget and expense worksheet. Question was raised about how often the retention areas are mowed. A request from the audience was made to see a breakdown of the landscaping costs and how often services are performed.
Leadership Updates: Derek

The election of Officers and Directors for the Evergreen Farms HOA Board of Directors was discussed. A motion was made by Derek, seconded by Dot, to mail ballots as there was not a quorum at the meeting, therefore a vote could not be taken. Ballots will be mailed to all households, and a ballot will be created on Survey Monkey, so that residents may choose if they want to vote electronically or by paper ballot.

It was suggested by a resident that any amendments we have discussed in the past be added to that ballot for vote, such as requiring residents to shovel sidewalks in the winter.

Suggested by Board member Shannon that short bios of each person on the ballot be included so that people know something about the people they are voting for.

Also discussed with the audience whether they feel the drawing for gift cards is effective. Overall, the consensus seemed neutral. One resident asked whether late fees for those who pay their dues late could be put toward the purchase of the gift cards in future.

Also mentioned by a member of the audience was offering door prizes at our annual meeting as an incentive to get people to attend. Give tickets at the door and then do drawings at the meeting for prizes and/or gift certificates.

Stated that there will soon be a form on the website that must be filled out if you are planning to sell your home.
Neighborhood Reminders: Shannon

Reminder that project requests and complaints must be submitted to the HOA through the forms available on the website. Emphasized that the Facebook page is not an HOA page and should not be used for official HOA business or requests.

Announced that a new “Bulletin” page has been added to the website. It was requested that something be added to that page reminding parents to teach their children to not play in the street. Members of the audience expressed concern regarding children who do not look out for cars, especially those backing out of driveways.

Will also add to bulletin a reminder that it is a state law that children under the age of 12 are required to wear helmets while on bicycles.

It is a Fairview Township rule that grass should not be allowed to grow longer than 6”

Front yard trees are listed in the Evergreen Farms HOA Bylaws as a requirement in every front yard.

Political signs are not allowed in front yards or in windows, per the Bylaws.

Speeding Issues: Chad
-
Adding more speed limit signs has been discussed with the Township. They will add signs at no cost to the HOA. Also discussed adding signs that say “We Love Our Children, Please Slow Down” under the speed limit signs. These would have to be purchased by the HOA.

The overall audience consensus was that signs saying we love our children would not deter people speeding through the neighborhood. They felt that electronic signs that flash and tell you what your speed is would be better. Need to research this option more.

Speed bumps were discussed, along with the reasons why the Township is not in favor of us using them:

they damage the road because holes have to be drilled in order to bolt them down;

Lack of a place to store them in the winter.

A resident in attendance asked what the status is of the house at 7655 Magnolia Bend that had the fire last year. The Board stated that we have been in contact with the homeowners and told that the repairs are being planned.
